The Mahagathbandhan (Grand Alliance) released its manifesto titled 'Bihar Ka Tejashwi Pran' for the 2025 Bihar Assembly elections on Tuesday (October 28).

The Grand Alliance promised, among other things, a government job to one member of every household, restoration of old pension scheme (OPS) and 200 units of free power.

The 32-page-long 'Bihar ka Tejashwi Pran' (Tejashwi's resolve) was released at a crowded press conference in Patna.

Tejashwi Yadav, the RJD leader after whom the manifesto has been named, said at the press conference that the document contained "25 salient points assuring practical solutions" to the problems faced by the people of the state.

"A new law guaranteeing employment would be introduced within 20 days of the INDIA bloc forming the government in Bihar and it will be implemented across the state within 20 months," said the INDIA bloc chief ministerial candidate.

The manifesto also promises implementation of a law, on the lines of the SC/ST (Prevention of Atrocities) Act, aimed at protecting extremely backward classes from atrocities. The law was first envisaged at an 'Ati Pichhda Sankalp' launched here last month by Congress leader Rahul Gandhi.

    INDIA bloc vows to halt Waqf Act in Bihar, ensure minority rights

    The INDIA bloc, in its manifesto for the Bihar Assembly Election 2025, has pledged to block the implementation of the Waqf (Amendment) Act in the state and make Waqf property management more transparent and welfare-oriented.

    “The constitutional rights of all minority communities will be protected. The Waqf (Amendment) Act will be halted, and Waqf property management will be made transparent, welfare-oriented, and useful,” the manifesto stated.

    The alliance also promised that Buddhist temples in Bodh Gaya would be handed over to members of the Buddhist community.

    RJD leader and INDIA bloc’s CM face Tejashwi Yadav had earlier said the Waqf Act would be “thrown into the dustbin” if the alliance came to power. CPI(ML) general secretary Dipankar Bhattacharya echoed the sentiment, saying its implementation would be “resisted in Bihar.”

    The BJP-led NDA, however, has defended the law, calling it a step toward “transparency and empowerment.”

    Ravi Shankar Prasad dubs Grand Alliance's Manifesto as ‘hollow promises’

    BJP MP and former Union Minister Ravi Shankar Prasad on Tuesday took a swipe at the INDIA bloc’s manifesto for the Bihar Assembly Election 2025, calling it a collection of empty assurances and political gimmicks.

    Addressing a press conference shortly after the manifesto’s release, Prasad questioned the credibility and unity of the opposition alliance. “I heard Tejashwi ji’s resolution and wondered — is this the Mahagathbandhan’s resolution or Tejashwi ji’s personal one?” he said.

    Taking a dig at the lack of visible leadership, he remarked, “Even during the first press conference announcing the CM face, Rahul Gandhi’s photo was missing. Today, in the entire manifesto, there isn’t a single photo of any leader.”

    Prasad dismissed the document as unrealistic, saying, “This is a bundle of hollow promises. Even those who drafted it know they will not form the government, so what’s the harm in making big claims?”

    He further attacked the RJD, calling it “a school of corruption — that’s their past, present, and future.”

    Amit Malviya slams Grand Alliance's Bihar manifesto as ‘deceptive’

    BJP IT cell head Amit Malviya has criticised the INDIA bloc’s Bihar election manifesto, calling it a “bundle of deception and hollow promises.”

    In a post on X titled “INDI Alliance ka Dhakosla Patra,” Malviya accused RJD chief Lalu Prasad Yadav and Tejashwi Yadav of trying to mislead voters. “This manifesto is a mix of lies, false promises, and hypocrisy — that’s the real identity of Lalu-Tejashwi politics,” he wrote.

    Recalling what he described as “15 years of jungle raj,” Malviya said Bihar had suffered under RJD rule with “rampant corruption, crimes against women, unpaid employees, and no electricity or roads.”

    Mocking the Mahagathbandhan’s free power promise, he added, “Those who ran the Assembly on generators are now promising 200 units of free electricity.”

    He warned voters not to trust “the family that ate even the fodder,” saying the alliance had “no roadmap, only a load-map of lies.”

    Nityanand Rai slams Mahagathbandhan’s manifesto, calls it ‘misleading’

    Union Minister Nityanand Rai on Tuesday launched a sharp attack on the Mahagathbandhan, dismissing its newly released Bihar election manifesto as deceptive and accusing RJD leader Tejashwi Yadav of hypocrisy.

    Reacting to the alliance’s manifesto release, Rai said, “Today, the ‘ghamandiya’ alliance has launched its manifesto. Tejashwi Yadav says he will free Bihar from corruption. But how can a person who himself is corrupt and convicted in various scams make such a claim?”

    The Union Minister alleged that the RJD’s past governance was marked by lawlessness and economic decline. “During the 15 years of ‘jungle raj’, there were only scams, crimes, and hatred,” he said, adding that the RJD had “always taken Bihar away from development.”

    Accusing the opposition of trying to mislead voters ahead of the polls, Rai said, “You are just misleading the people of Bihar. The people remember the dark days of RJD rule and will not fall for empty promises.”

    The BJP leader’s remarks came shortly after the Mahagathbandhan, led by Tejashwi Yadav, unveiled its manifesto titled ‘Bihar Ka Tejashwi Pran’ for the Bihar Assembly Election 2025.

    Mahagathbandhan’s Bihar Manifesto: Key Points and Promises

    The Grand Alliance, led by the RJD and Congress, on Tuesday released its 32-page manifesto ‘Bihar Ka Tejashwi Pran’ (Tejashwi’s Resolve) for the Bihar Assembly Election 2025, outlining major welfare and development measures.

    Here are the key highlights

    Employment: A new law to ensure one government job per family within 20 days of forming the government. An employment guarantee scheme will be implemented within 20 months. All contractual staff and Jeevika Didis will be made permanent, with the latter receiving a Rs 30,000 monthly salary.

    Women and Welfare: Rs 2,500 monthly aid to women from December 1 for five years, and 200 units of free power per family.

    Pension: Restoration of the Old Pension Scheme (OPS).

    Economic Growth: Establishment of IT parks, SEZs, dairy and agro-industries, an education city, and five new expressways.

    Farmers: MSP guarantee for all crops, revival of mandis, and reinstatement of the APMC Act.

    Healthcare: Free health insurance up to Rs 25 lakh per person.

    Reservation: MBCs- 30 per cent, SCs- 20 per cent, and a proportional hike for STs.

    Tejashwi Yadav called it a roadmap for a “crime-free, scam-free Bihar,” while Pawan Khera said it reflected the INDIA bloc’s “resolve to make Bihar number one.”

    Samrat Choudhary calls Mahagathbandhan’s job promise unrealistic

    Bihar Deputy Chief Minister Samrat Choudhary has criticised the Mahagathbandhan’s poll promise of providing one government job per family if voted to power, calling it an unrealistic and misleading assurance.

    Questioning the financial feasibility of the proposal, Choudhary said, “They should tell where the money will come from, what the budget will be, and how these things will be done.”

    He accused the opposition alliance of resorting to hollow promises to distract voters from its past record. “People have to be told about Lalu ji’s anarchy. An apology has to be made. So, this is just a manifesto of announcements,” the Deputy CM remarked, taking a dig at RJD chief Lalu Prasad Yadav and his party’s governance during its earlier tenure.

    Mahagathbandhan’s chief ministerial candidate and RJD leader Tejashwi Yadav on Tuesday took a swipe at the NDA, questioning its hesitation in naming a chief ministerial candidate or releasing its election manifesto for Bihar.

    Speaking to reporters, Yadav asked pointedly, “When will the NDA release its CM face and the manifesto for the elections?”

    Pawan Khera reaffirms Tejashwi as Mahagathbandhan’s CM face

    Congress leader Pawan Khera reaffirmed that Tejashwi Yadav would lead the Mahagathbandhan as its chief ministerial candidate in the upcoming Bihar Assembly Election 2025, asserting that the alliance has shown clarity and courage in its leadership choice, something, he claimed, the NDA lacks.

    “Tejashwi Yadav is the CM face of our alliance. We have announced that after winning the elections, he will become the Chief Minister,” Khera said, adding pointedly, “Those raising questions don’t have the guts to announce Nitish Kumar as the CM face of the NDA.”

    Commenting on the Mahagathbandhan’s newly released manifesto, Khera said it reflected the mood for change across the state. “The people of Bihar have made up their minds to change the government to save Bihar,” he remarked, expressing confidence that voters would back the alliance’s promise of development and good governance.

    Pawan Khera calls Mahagathbandhan’s Bihar manifesto ‘historic’

    Reacting to the release of the Mahagathbandhan’s manifesto for the Bihar Assembly Election 2025, senior Congress leader Pawan Khera described it as a “historic” document that reflects the aspirations of the people and was drafted with utmost sincerity.

    Calling it the result of extensive consultations, Khera said, “The manifesto is historic. It has been prepared after careful deliberations.” He emphasised that top alliance leaders had guided the process from the start, noting, “Our leaders-Mallikarjun Kharge, Lalu Prasad Yadav, and Rahul Gandhi-instructed us to declare only what we can achieve.”

    Khera added that the Mahagathbandhan had reached out to “various sections of society” before finalising the document, ensuring that it addressed the real needs and concerns of Bihar’s people. “This manifesto is not about promises; it is about commitments we are confident of fulfilling,” he said.
