
Man caught trying to scale Parliament wall in security breach
Police and security agencies are interrogating the 20-year-old from Uttar Pradesh who was caught by CISF personnel on Friday morning
A security breach at the Parliament occurred on Friday (August 22) when a 20-year-old man attempted to scale a wall of the building. However, he was swiftly overpowered and caught by security personnel who later handed him over to the police.
‘Accused likely mentally incoherent’
The accused has been identified as Ram Kumar Bind from Uttar Pradesh's Bhadohi and works in a factory in Surat, Gujarat, police said. The investigators further revealed that the man appears to be "mentally incoherent".
"Today at about 5.50 am, one unidentified person approached the Parliament House complex and tried to scale the perimeter wall with the intention to jump inside. However, due to the alertness of the CISF and Delhi Police staff, he was apprehended and handed over to local police for further enquiry," a Central Industrial Security Force (CISF) official said as quoted by PTI.

Deputy Commissioner of Police (New Delhi) Devesh Mahla said the man "appears to be mentally incoherent and further interrogation and verification are in process".
The report further stated that the man tried to enter the Parliament premises by climbing a tree adjoining the boundary wall. Multiple central agencies, including the Intelligence Bureau (IB) and the Special Cell of Delhi Police, are interrogating the man to ascertain the motive behind his actions.

Earlier security breach
A similar security breach occurred on December 13, 202,3 at 1 pm when two men jumped from public gallery number four into the Lok Sabha chamber, releasing yellow smoke from canisters while shouting "Tanashahi nahi chalegi" (dictatorship will not be allowed). The intruders were immediately overpowered by MPs and security staff, causing panic among parliamentarians.
Simultaneously, two individuals, including a woman, were detained outside Parliament for protesting with smoke-emitting canisters, indicating a coordinated operation across multiple locations.
Lok Sabha Speaker Om Birla ordered a thorough investigation and confirmed preliminary reports found no dangerous chemicals in the yellow smoke or recovered canisters, though the timing of the Parliament attack anniversary raised serious security concerns.
