Parliament Monsoon session, Day 3: Parliament to have 16-hour debate on Operation Sindoor
Both houses of Parliament have been adjourned with the Opposition raising many issues, including Bihar electoral Special Intensive Revision and Vice President Dhankhar’s resignation
Opposition protests over a host of issues, especially the ongoing Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar, have washed out the proceedings in both the Houses, except for a few transactions, since the Monsoon session began on Monday (July 21).
It has also attacked the government for not prioritising a discussion on Operation Sindoor and the April 22 Pahalgam attack.
The government, the sources said, has made no commitment on the opposition's demand for the prime minister's response but has cited its proposal for a parliamentary discussion next week on the ground that Modi will be back by then from his four-day foreign visit, for which he left on Wednesday (July 23).
A senior BJP leader said the debate on the conflict with Pakistan, which ensued after India retaliated under Operation Sindoor following the killing of 26 civilians in the Pahalgam terror attack, will not only have a strong national traction but will also receive attention from the global community.
"The prime minister may choose the occasion to convey his government's robust response to the terror attack and its stand on a host of issues," the BJP leader said, adding that a final call has not been taken yet on whether Modi will speak or not.
Opposition’s demand
Congress' deputy leader in the Rajya Sabha Pramod Tiwari, who attended the BAC meeting, claimed, "We have demanded that Prime Minister Narendra Modi should be present during the discussion, and we have been assured of that by the government."
This was the first BAC meeting after Jagdeep Dhankhar stepped down as vice president on Monday (July 21), when he chaired two back-to-back committee meetings to finalise the House's agenda. The vice president is ex-officio chairman of the Rajya Sabha.
Dhankhar called off the second meeting and rescheduled it for Tuesday as Leader of the House in Rajya Sabha JP Nadda and Parliamentary Affairs Minister Kiren Rijiju did not attend due to what they later said was their engagement in other official business. Dhankhar resigned a few hours later to "prioritise health care".
The BAC includes representatives of various parties and is chaired by the respective presiding officers of the two Houses.
The opposition has also demanded debate on a host of other topics, including the Bihar SIR, but the government has given no assurance on it so far.
Operation Sindoor discussion next week
Parliament is likely to take up a discussion on the Pahalgam terror attack and Operation Sindoor early next week, with both Lok Sabha and Rajya Sabha expected to hold a 16-hour debate each.
While the government had agreed to the 16-hour discussion in the Lok Sabha at the Business Advisory Committee meeting on July 21, a similar decision was taken at the Rajya Sabha's BAC meeting on Wednesday, amid the opposition's insistence that Prime Minister Narendra Modi should speak on the issue.
The Lok Sabha will begin the discussion on July 28 and the Rajya Sabha a day later if there are no disruptions, sources said.

Marathon discussion on Operation Sindoor on July 29
A 16-hour-long discussion will be held in the Parliament on Operation Sindoor on July 29 in the ongoing Monsoon Session, multiple media reports stated on Wednesday.
The reports further stated that Prime Minister Narendra Modi and Union Home Minister Amit Shah are expected to speak on the issue. ANI reported that during a meeting of the Business Advisory Committee on Wednesday, it was decided that a discussion on Operation Sindoor will be held on July 29.

Rahul Gandhi alleges poll rigging, targets EC and Modi on Operation Sindoor
Congress leader Rahul Gandhi reiterates his allegation of "elections being stolen in India". He also made fresh claims regarding election manipulation in Karnataka during Lok Sabha polls. Rahul said that his party spent six months analysing the electoral system in one constituency (presumably in Karnataka) as a test case to find out the loopholes.
The Lok Sabha LoP has claimed that he will "prove in black and white" the electoral irregularities in Karnataka. Raised slogans in Parliament against Bengalis' humiliation in BJP-ruled states: TMC MP
Trinamool Congress (TMC) MP Kalyan Banerjee said on Wednesday that they have raised slogans in the Parliament on Bengalis being allegedly humiliated in BJP-ruled states, adding that they were being tortured in those states. Chirag Paswan slams Opposition over Parliament ruckus
Union Minister Chirag Paswan on Wednesday lashed out at the Opposition, accusing them of not letting the Parliament function even as the Government has agreed to discuss the issue. He also said that since the Government has agreed to the discussion, the Opposition should let the Parliament function.
"It is beyond my understanding that when the government is ready to discuss any issue, then at least let the Parliament run. The Opposition always tries to mislead people. They had done a similar thing during NRC and CAA too,” said Paswan.

Lok Sabha adjourned till 2pm amid Opposition protest
The National Sports Governance Bill,2025 tabled in Lok Sabha amid loud sloganeering by the Opposition. The Bill is aimed at changing the status of the Union Government in terms of sports from a controller to that of a facilitator.
