PM Modi urges implementation of Women’s Reservation Act by 2029, seeks all-party support

Speaking in Dehradun, Narendra Modi called for timely rollout of the Nari Shakti Vandan Adhiniyam, linking it to women’s empowerment and constitutional values


Prime Minister Narendra Modi on Tuesday (April 14) said that the Nari Shakti Vandan Adhiniyam (Women’s Reservation Act) should be implemented by 2029 without any delay, as it was the demand of the nation.

Push for early implementation

Addressing a public meeting in Dehradun, Uttarakhand, PM Modi further stated that all parties should come forward and support the crucial law.

"After decades of waiting, Parliament passed the 'Nari Shakti Vandan Adhiniyam'. This ensured 33 per cent reservation for women in the Legislative Assembly and Lok Sabha,” said PM Modi.

“All parties came forward and supported this important law. Now there should be no delay in implementing it. It must be implemented now. It should be implemented by 2029. This is the sentiment of the nation. This is the wish of every sister and daughter in the country. A special discussion has been scheduled in Parliament on April 16th. All political parties should come together and unanimously advance this work,” he added as quoted by ANI.

Open letter and wider context

Elaborating further, the Prime Minister said that earlier in the day, he had written an open letter to the women of the country, urging them to be part of the initiative.

"Today, I have written an open letter to all the sisters of the country. With great insistence, I have invited the mothers and sisters of the country to become partners in this work. I am sure that the mothers and sisters of my country will definitely read the letter. Today, from Devbhoomi, I will once again appeal to all the parties of the country to definitely support the amendment in the 'Nari Shakti Vandan Adhiniyam'...,” said PM Modi.

Earlier in the day, PM Modi in his open letter linked the push for the Bill to April 14, marking the birth anniversary of B. R. Ambedkar, recalling his “commitment to constitutional values.” He said Parliament would reconvene on April 16 to take up the amendment, noting “immense enthusiasm” among women who see it as a chance to help build a “Viksit Bharat.”

Representation, reform and development

In the letter, Modi pointed to women’s growing presence across sectors, from startups and science to sports, where a “quiet revolution” is underway. He argued that this momentum should extend to lawmaking, calling for greater representation “imperative.” Despite decades of consensus, he noted, efforts had fallen short.

Framing 2047 as a milestone, he wrote that women’s participation in decision-making is “absolutely non-negotiable.” He cautioned that delay would be “a gross injustice,” adding, “The daughters of India cannot be asked to wait endlessly.”

On abrogation of Article 370

During his speech, PM Modi cited the abrogation of Article 370 and Uttarakhand’s rollout of the Uniform Civil Code as steps aligned with Ambedkar’s vision, saying governance over the past decade had aimed at restoring the Constitution’s “dignity.”

Earlier in the day, the Prime Minister inaugurated the Delhi-Dehradun Economic Corridor, a project expected to cut travel time sharply and improve regional connectivity. Apologising for arriving late due to a crowded roadshow, he said the turnout reflected public support, adding the corridor would give fresh momentum to Uttarakhand’s development.
