Full list of MP Tejasvi Surya's 15-point action plan to transform Bengaluru

The action plan was sent for consideration by Surya as Karnataka Deputy Chief Minister D K Shivakumar convened a meeting with Bengaluru's MPs and MLAs


Bengaluru South BJP MP Tejasvi Surya on Saturday (May 24) proposed a comprehensive 15-point agenda aimed at modernising the city's civic administration, traffic management and public transport systems.

The action plan was sent for consideration by Surya as Karnataka Deputy Chief Minister D K Shivakumar convened a meeting on Saturday with Bengaluru's MPs and MLAs to deliberate on urgent issues concerning the city's infrastructure.

Surya is currently en route to the United States as part of an all-party parliamentary delegation.

Bengaluru 2050 Vision Group

The MP has suggested formation of a Bengaluru 2050 Vision Group, a think tank comprising domain experts, civic leaders and elected representatives to chart a long-term, future-ready roadmap for Bengaluru.

He sought for technology-driven traffic management initiatives to decongest city roads through smart signals, real-time monitoring, AI-based interventions and better traffic flow optimisation on high-density corridors.

Surya stressed on revamp of public transport services, including strengthening BMTC, integrating last-mile connectivity, promoting multi-modal transport options and accelerating Metro and Suburban Rail projects alongside 4,500 new electric buses under the PM-eBus Sewa scheme.

He also emphasised on strengthening of BMLTA (Bengaluru Metropolitan Land Transport Authority) as the sole nodal agency for all mobility-related planning, execution and coordination.

In addition to these, Surya's 15-point agenda covers a wide range of measures, including upgradation of key arterial and sub-arterial roads, execution of long-pending infrastructure works like flyovers, underpasses and ROBs (Railway Over Bridges) with strict deadlines, traffic engineering and junction decongestion initiatives and development of footpaths and pedestrian-friendly zones.

Local body elections

"It also includes scientific overhaul of stormwater drains to prevent waterlogging and flooding, implementation of the Bengaluru Suburban Rail Project with a dedicated, full-time MD for K-RIDE, and operationalisation of a city-level war room for traffic management and project coordination," he stated.

Surya also called for local body elections, while highlighting the importance of opening of decongestion routes, including the NICE Road--Mysore Road link and Whitefield--Airport alternate corridors.

In his letter to Shivakumar, he said, "The 15-point program has been formulated to address some of Bengaluru's most pressing and visible challenges, including traffic congestion, deteriorating civic infrastructure, environmental degradation, and gaps in local governance and institutional accountability.

"I look forward to your positive consideration of the above and hope to see a welcome change in our approach to urban governance."

60-Day Priority Action Plan

1. Footpath & Drain Restoration: Initiate a 30-day ward-wise drive to clear garbage, unblock stormwater drains, and restore footpaths. Enforce a strict zero-encroachment policy against dumping of construction materials ensuring pedestrian safety.

2. Overhaul of SWDs: Remap and redesign drains to fix slopes, remove encroachments, and separate drainage systems. Install sensors to monitor flow and predict floods.

3. Traffic Flow Optimisation: Target improvements on 12 high-density corridors, including widening entry points, fixing potholes, redesigning junctions, and recalibrating signal cycles.

4. Roadwork Warroom: Establish a dedicated war room to monitor and fast-track road infrastructure projects, ensuring strict adherence to deadlines and clearing debris promptly.

60–180 Days Strategic Mid-Term Actions

5. Accelerating Metro Construction: Prioritise delayed metro corridors with weekly reviews. Augment public transport with 4,500 electric buses under the PM-eBus Sewa scheme, enhancing last-mile connectivity.

6. Traffic Decongestion: Implement tech-based solutions, staggered timings for schools and offices, phase out vehicles over 15 years, and enforce strict lane discipline.

7. Transforming the Outer Ring Road (ORR): Constitute a task force of global experts to upgrade ORR into a world-class corridor.

8. Opening Decongestion Routes: Open the NICE Road–Mysore Road link near BHEL Circle, repair the Whitefield to Airport road, and develop a direct road from Satellite Town Ring Road to the airport via Devanahalli.

Institutional Reforms

9. Operationalising BMLTA: Appoint a full-time Managing Director to make the BMLTA fully functional ensuring strong leadership to meet Bengaluru’s needs.

10. Full-Time MDs for K-RIDE & BMRCL: Assign dedicated leadership to the Bengaluru Suburban Rail and Metro projects to drive progress and focus on execution.

11. Public Transport Over Road Expansion: Shift focus from costly road projects such as Tunnel Roads to expanding Metro, Suburban Rail, and BMTC fleet size, ensuring integrated and efficient public transport.

12. Conduct Local Body Elections: Bengaluru has been without an elected local body since 2020 and there's an urgent need to reinstate elected corporators and a strong mayor, reinforcing local self-governance.

13. Bengaluru 2050 Vision Group: Establish a dedicated think tank to craft a long-term vision focusing on urban mobility, water, heritage, environment, and design.

14. Citywide Afforestation Drive: Strengthen oversight, ensure transparent clearance processes, and launch a focused afforestation drive to restore the city’s green cover.

15. Rejuvenate Lakes: Prioritise coordinated rejuvenation efforts, demarcate buffer zones, and install Sewage Treatment Plants at all inlet points to safeguard water bodies.
