The latest political confrontation between the Congress and the Rashtriya Swayamsevak Sangh (RSS) has triggered intense debate across the country, with Karnataka minister Priyank Kharge emerging as the face of the campaign.

However, within political circles, many see the developments as part of a larger strategy shaped by Congress leader Rahul Gandhi at the national level.

The controversy began after Priyank wrote a letter to RSS chief Mohan Bhagwat questioning the organisation's registration status, funding mechanisms and legal framework governing its activities. The issue quickly moved beyond Karnataka and entered the national political arena when Priyank addressed a press conference in New Delhi.

Did orders come from Cong high command?

Political observers note that the move appeared to be larger than an individual initiative by a state minister. Priyank, son of AICC president Mallikarjun Kharge, has consistently taken a strong ideological position against the RSS in recent years. However, some Congress insiders argue that such a politically sensitive campaign would likely have required the approval of the party's central leadership.

According to senior Congress leaders familiar with the party's functioning, Rahul has repeatedly criticised the RSS on issues related to the Constitution, social justice, democracy and federalism. In that context, Priyank’s recent intervention is being viewed by some within the party as aligned with Rahul’s broader ideological campaign.

After writing the letter to Bhagwat, Priyank travelled to New Delhi and addressed the media on the matter. Party insiders suggest that the move reflected coordination between the Karnataka leadership and the Congress high command, though no official statement has been issued by the party in this regard.

Cong leaders rally behind Priyank

Interestingly, support for Priyank within the Karnataka Congress became more visible after his Delhi press conference. Senior Congress leader BK Hariprasad has backed Priyank’s stand against the RSS. Leaders who had initially remained silent have also gradually begun backing his statements. Among those extending support were Yathindra Siddaramaiah, Minister MB Patil and several other Congress leaders. Interestingly, the supporters are from the Siddaramaiah camp.

The campaign also found support outside Karnataka. Former Rajasthan chief minister Ashok Gehlot strongly criticised the BJP and the RSS during an event in Jaipur. Congress leaders such as Pawan Khera and senior advocate Kapil Sibal also raised concerns over constitutional values and ideological issues linked to the RSS debate. His remarks followed similar observations earlier made by DMK leader AKS Elangovan, adding another dimension to the debate over the RSS's organisational structure.

A senior Congress leader said that the coordinated responses from leaders across states indicate the issue may have evolved into a broader national campaign rather than remaining confined to Karnataka politics.

Delicate situation for DKS govt

The developments have also placed Karnataka's political leadership in a delicate position. Former chief minister Siddaramaiah frequently criticised the RSS’s policies and the BJP's ideological positions. However, current Chief Minister DK Shivakumar has often been viewed as adopting a softer Hindutva approach in his political messaging.

Over the years, Shivakumar has made statements appreciating certain aspects of the RSS and has maintained a relatively cautious approach while addressing ideological issues. This has created a challenging political situation within the Congress government, as leaders attempt to balance ideological opposition to the RSS with broader electoral considerations.

Blunt attack

Political observers point out that the present Congress government is different from that led by Siddaramaiah. Several important ministerial appointments and portfolios were reportedly decided with greater involvement from the party high command. Some party leaders privately argue that the Congress leadership is seeking tighter political coordination to avoid the internal differences that occasionally surfaced during earlier governments.

Against this backdrop, Priyank's role as home minister has attracted particular attention. Unlike many Congress leaders who primarily criticise RSS policies, Priyank has directly questioned the organisation's legal status, registration framework, and procedures governing route marches and shakha activities.

A more assertive Home Minister

A senior Congress leader told The Federal that Priyank has been advocating that RSS shakhas and route marches should obtain prior police permission at the taluk, hobli, and other levels, similar to the procedures followed by other organisations. The leader pointed out that former Home Minister Dr G Parameshwara had not taken such a position and was often perceived by critics as a "voiceless" home minister on several contentious issues. In contrast, Priyank is being viewed by some within the party as taking a more assertive stand on matters related to law and order and the RSS.

According to the leader, if such measures are implemented, the functioning of the Home Department could increasingly come under the influence of the party high command rather than remain entirely under the chief minister's political control. The leader argued that this would indirectly strengthen the high command's influence over the state government.

‘BJP will benefit from row’

The BJP, on the other hand, has strongly rejected the allegations. Party leaders accused Congress of targeting ideological opponents and reviving political narratives associated with the Emergency period. They argued that the RSS functions within the framework of law and accused Congress of attempting to suppress opposing viewpoints.

However, another Congress minister, speaking on condition of anonymity, said that the controversy could indirectly benefit the BJP at a time when its state unit is facing a leadership crisis. According to the minister, Priyank’s statements and his letter to the RSS have provided the BJP with an opportunity to rally around the Hindutva plank and counter the Congress.

"The issue has brought BJP leaders back to the forefront and given them a common political narrative to mobilise around," the minister said. "This could help the BJP regain momentum and sharpen its campaign against the Congress in the state."

Rahul's shadow

As the Congress sharpens its ideological campaign ahead of future elections, many political observers believe Rahul’s emphasis on constitutional issues and social justice is increasingly shaping the party's national strategy. Whether the latest confrontation with the RSS yields political dividends remains to be seen, but it has once again brought the Congress-RSS ideological rivalry to the centre of national politics.
