TN has deliberately shifted industrial activity into less-developed districts; the state's policy note says 25% of districts now account for 50% of its GDP


Tamil Nadu has attracted more than ₹10.14 trillion in investment commitments over the last four years, as the state broadened its manufacturing base beyond major urban centres, according to its latest industrial policy note.

The state had 31,517 operational factories in 2023–24, the highest in India and employed 2.77 million people, accounting for 11.8 per cent of national manufacturing GVA, the state's Industries, Investment Promotion and Commerce Department reported in its 2025-26 policy document.

Shift to districts

A major feature of Tamil Nadu’s strategy has been to deliberately shift industrial activity into less-developed districts. Companies such as VinFast and Sembcorp are setting up large-scale facilities in Thoothukudi, while Dean Shoes has launched an export-oriented plant in Ariyalur.

According to the government, 25 per cent of the state’s districts now account for 50 per cent of its GDP.

From May 2021 to March 2025, the state signed 895 MoUs, including ₹6.64 trillion worth of agreements during the Global Investors Meet 2024, with a projected 32 million direct and indirect jobs, the document showed.

Tamil Nadu now has industrial parks in 37 out of 38 districts, with landmark projects like the Future Mobility Park in Shoolagiri and Medical Devices Park in Oragadam.

Logistics policy

A logistics policy launched in 2023 is expected to unlock ₹63,000 crore in infrastructure investment and 160,000 jobs, the policy note also added, said the government document.

The Tamil Nadu Single Window Portal (TNSWP 2.0) has processed 67,500+ applications, integrating 191 services across departments. Revenue from the platform rose to ₹9.6 crore in FY25 from ₹7.78 crore a year earlier.

The state also stands out in gender metrics as it accounts for 41 per cent of all women employed in Indian factories, the document said.

Bullish on TN

The policy note also hailed the state for scaling up its global outreach, securing ₹7,616 crore in MoUs during a US roadshow in 2024, and hosting delegations at forums including the World Economic Forum in Davos, where the #BullishOnTN campaign was launched.

With exports surpassing $46.5 billion, led by electronics, textiles, and auto components, Tamil Nadu now contributes over 37 per cent of India’s electronics exports.

The government says its industrial policy is geared toward building a $1 trillion economy, anchored in inclusive growth and long-term supply chain resilience.
